Advising & Curriculum Overview
Mentoring and advising are an essential part of the program. Students meet with faculty and the academic program director to ensure that educational goals and career learning and development goals are met. - A 12-credit, 4-course curriculum provides an introduction to the concepts and skills in policy analysis, program measurement, and monitoring and evaluation.
- Plan of study can be completed in as few as twelve months of continuous enrollment and includes three required courses and one elective from the School of Public Policy’s robust menu of public management and leadership courses.
- Offers various approaches to program planning and implementation, in theory and in practice, and develops analytic and critical thinking skills.
- Prepares traditional graduate students and working professionals from national and local governments, multinational organizations, NGOs, and research firms to become better leaders and managers.
- Offered at alternating international sites including Paris, Madrid, and Milan. The final course is offered online.
The GC-PPME features traditional seminar-style, in-person instruction that is supplemented with online learning.

- Using advanced audio and video technology, UMD’s online learning environment delivers dynamic and interactive content.
- In-person learning at locations in Paris, Madrid, and Milan. The final course is offered online. See Plan of Study – International Sites.
Upon successful completion, graduates will have mastered the following competencies:
- Use the tools and concepts related to program evaluation, including economic studies, logic models, and statistical analyses to address issues related to the administration of public and nonprofit organizations.
- Demonstrate intellectual competence in understanding and applying the principles and practices of program planning and implementation.
- Display improved knowledge and skills in the field of performance monitoring, including the validity and reliability of performance measures and performance measurement systems, methods of performance management, and administrative and ethical considerations for performance monitoring.
